ASA, the Asian Farmers's Alliance for Sustainable Rural Development, was formally formed in February 2004 with the conduct of the first General Assembly.
AFA as a regional alliance of farmers in Asia has established initial linkages with some key players in regional advocacy work such as the International Federation of Agricultural Producers (IFAP), ASEAN Foundation, Focus on the Global South, Third World Network (TWN), Southeast Asia Committee on Food Security and Fair Trade (SEACON), Asia ?Japan Partnership Network (AJPN). Many have seen the potential of AFA to be a strong farmers' voice in Asia.
AFA members have built their knowledge on regional and international issues like the GATT-WTO-AoA and the Millennium Development Goals and the situation of farmers in Asia.
AFA has initiated a sustainable rice campaign with the conduct of two rice fora which resulted in an August 2005 declaration on rice, conduct of two rice celebrations (in Depok, Indonesia and Chonburi, Thailand). It has convened a session on MDG and farmers, held during the Asian Civil Society Forum in November 2004. It has initiated country-level focus group discussions and dialogues with government WTO trade negotiators in Cambodia, Philippines, Thailand, and Vietnam. It has helped organize a regional level dialogue with government WTO agricultural trade negotiators from Cambodia, Philippines, South Korea and Thailand.
AFA members have started to have bilateral cooperation, such as between VNFU and Laos. VNFU has entered cooperation with the Laos government and LCDA, a Laos NGO, to form a national farmers' organization in Laos. ACTIVITIES
AFA conducted eight major events, amongst which the Regional training on advocacy, Seminar-workshop Pro-small farmer marketing and trading and ASEAN regional integration panel, involving over 450 participants (estimated 30% women). AFA held four regional dialogues with ASEAN and AsiaDHRRA and participated in the ASEAN Regional consultation conference held in Bangkok and the one in Singapore. AFA held six ExeCom meetings and one exe-com training meeting for new members. AFA supported national WTO campaigns of four AFA members (FNN, provided technical assistance to five AFA members on advocacy issues and alternative trade possibilities. Four AFA and four non-AFA farmer organizations as well as AFA itself were profiled. AFA represented the voice of it’s members in by participation in seventeen regional/international conferences.
AFA’s information and communication improved, 188 articles were uploaded on the web-site and a monthly e-bulletin was issued to approximately 1.000 e-mail recipients.
RESULTS
AFA continued engagement with WTO and started engagement with ASEAN and IFAD on issues on farmers' rights and development, agrarian reform, sustainable agriculture and just and fair global agricultural trade. AFA sustained its presence in regional advocacy work through active participation in various regional and international gatherings. AFA worked with focal persons in ASEAN and IFAD in engaging these inter-governmental bodies. AFA continued to build the capacities of its members on organizational development and advocacy. Awareness of AFA leaders on (1) WTO and liberalization issues (2) ASEAN processes and dynamics; (3) campaign management and (4) organizational management have increased, making member organisations more confident in articulating regional concerns and proposals.
Relevant regional issues and experiences were popularized with the publication of (a) issue papers on post -Hong Kong WTO, (b) the publication on pro-small farmer marketing and trading and the publication of case studies on sustainable agriculture and land reform; (c ) the book on initiatives on pro-small farmer trade and (d) proceedings of the dialogue between WTO negotiators. These publications have helped members gain additional knowledge on the subject matters, as well as gave AFA more projection and visibility and venue to share its perspectives and experiences to the larger public.
Basic organizational systems of AFA have been developed. AFA secretariat became more autonomous, while AsiaDHRRA continued to provide secretariat services. AFA was legally registered in February 2006. A financial management system was installed and the Operations Manual was approved December 2006. AFA developed its strategic plan for 2006-2010.
Eight regional events were conducted during this project period. The events were deemed fruitful as objectives were satisfactorily met and concrete outputs were achieved, and satisfactory ratings were given by participants during evaluation periods.
