A partir de la segunda mitad de la década del 90 los dirigentes y productores comenzaron a tomar plena conciencia de los efectos económicos y sociales que generaban los procesos de integración comercial. La clave de esto fue el MERCOSUR, que generó la profundización de diversos intercambios y el surgimiento de otros, en un marco donde la entidad descubrió, con mucho pesar, que había estado ausente en los debates sectoriales que se habían desarrollado en su momento para definir los aranceles externos del Mercado Común , producto por producto, que finalmente se habían acordado.
A partir de esta experiencia, la FAA comenzó a buscar y reclamar espacios de participación en torno a la problemática Internacional. Para ello generó una importante vinculación con entidades hermanas a nivel del MERCOSUR, y avanzó en la relación con otras organizaciones a nivel Mundial. Los pequeños y medianos productores necesitan acceder al comercio internacional para lograr colocar sus productos en mejores condiciones y la entidad debe acompañarlos técnicamente en todo el proceso ya que esto implica una gran responsabilidad si se quieren lograr resultados exitosos y perdurables.
El congreso anual del 2003 dio mandato al Comité Ejecutivo de la entidad para que articulara acciones concretas en torno a estos temas y que se organizara internamente a tal efecto. A partir de ello se vio la necesidad de crear, dentro del ámbito de la FAA, un Departamento de Relaciones Internacionales y comercio, para comenzar a funcionar en el segundo semestre del 2005.
La creación del Departamento será en realidad una forma de articular ordenadamente las acciones que ya se venían desarrollando. RESULTS:
FAA has realized the establishment of an operational Department of business, negotiations and international relations, in order to improve representation at international level.
The main activities and results undertaken/achieved by FAA are:
- Improved strategy to capture new farmers organizations; This has resulted into 32 new affiliated organizations

RESULTS:
FAA has realized the establishment of an operational Department of business, negotiations and international relations, in order to improve representation at international level.
The main activities and results undertaken/achieved by FAA are:
- Improved strategy to capture new farmers organizations; This has resulted into 32 new affiliated organizations
- Improved representation and lobby capacity for small/medium farmers at international level. International recognition and active linkages with various international organizations
- explore new commercial markets (for farmers products) and training for farmers on production for international markets. Various meeting held on specific agricultural commodities, but no concrete entrance on international markets (this takes more time)
- FAA in its totality as an organization has been strengthened, and staff and local (180), zonal (50) and national level (20) directors/leaders have been trained on business and negotiation topics.
The project was originally designed for being supported for 18 month, but FAA informed AGRICORD that the last 6 months could be financed by themselves. Therefore, the reporting received concerns only the first 12 months. FAA concludes that this project it has strengthened FAA as an organization. The strengthening of various departments has resulted in better coordination and joint development of various activities. FAA receives more and more requests from their constituency for international market opportunities, and FAA is in a better position to provide better information about the opportunities and threats of commercialization to its members. As a result, FAA has been able to develop (together with other intervention areas of FAA) commercial projects that match much better with the identified necessities and problems identified at the international market.
OBSERVATIONS:
FAA has made a good start with this project and it is positive that they indicated that they can fund by itself the last 6 months. It would however be interesting to have a short final report to know what has been achieved in total, as a year is a short period to come with concrete and tangible results.
PERSPECTIVES:
The one year project results shows that FAA has been able to establis a well functioning Department of business, negotiations and international relations, working hard on exploring and entering international markets, sensitizing and training its members and putting itself on the international map to defend the interests of its members. It is expected that FAA will continue without external support this Department and that the farmers will benefit increased international trade opportunities. (...less...) |
