De organisatie is bekend bij Agriterra, CCFS heeft reeds aan twee FinBase workshops meegedaan 2004 en februari 2006 en wordt momenteel geprofileerd. In het raamwerk van het RUFICA project waarvan ACCU de uitvoerder bestaat een nauwe samenwerking met de Cambodian Credit & Savings Federation (CCSF). Het voorstel betreft het businessplan voor consolidatie van de reguliere activiteiten van CCFS voor de periode 2006-2010 de Credit Union Australia heeft reeds een gedeelte van de financiering toegezegd evenals Rabobank. Van Agriterra wordt een bijdrage van Euro 50.000 gevraagd, de eigenbijdrage en derden is Euro 159.000.
Het voorstel past binnen de doelstellingen van Agriterra en er is een samenwerking met een Nederlandse organisatie (Rabobank), strategisch is Cambodja toenemend belangrijk, het voorstel kan op formuleren worden gezet. (MF, Erni van Wingerden)

ACTIVITIES
- Conducted 10 courses of advanced training participated by 397 directors and employees of the CBMIFOs, among those, 187 are female (47%).
- Held regular monthly internal audit group and branch manager meeting.
- One day workshop has been conducted by CCSF management at 3 CBMIFOs (1 workshop/CBMIFO) to introduce PEARLS monitoring tools and support the CBMIFO’s directors and management to develop annual operating plan by using PEARLS ratio to analyse the financial status.
- Chart of account of head office and branches have been reviewed, modified, tested, and implemented.
- CCSF 4th AGM has been held attended by 35 delegates: 33 regular and 2 affiliate members (7 women: 20%). Prior to holding the AGM, Performance Appraisal of CCSF BoD was conducted, both as group and as individual.
- Organized a cross- visit with 31 participants (15 women, 48.38%): CCSF staff and CBMIFOS leaders to visit the matured CBMIFOs.
- Organized an inauguration ceremony of new office of one of the CBMOIFO named “Wattanak”, presided by the Chief provincial governor and participated by approximately 300 attendees.
- 41 CCSF staff and CBMIFOs leaders: (20 women 49%) attended exposure program to visit Credit Unions in Thailand. The exposure was hosted by CULT, organized and supported by ACCU.
- Provide basic training to CBMIFOs leaders and members, participated by 3.961 participants, among those 1.833 participants are female.
Provide basic awareness training to 30,892 regular members (22,234 are female, 70%), 19,068 non-members (13,630 are female), and 333 local authority (36 are female).
- Support 3 member organizations to prepare legal paper for office construction. Two offices are under construction and one is constructed and in use.
- Support the new established CBMIFOs to promote increase of membership.
- Supported the CBMIFOs to evaluate performance of BoDs as group and as individual, managers and employees.
- Supported 36 CBMIFOs to hold AGMs. 114 BoD members (45 women (39%) are elected from the membership of CBMIFOs.
- Branch staff attended monthly meeting of the BoD and management of the CBMIFOs.
- 118 employees (70 women – 60%) have been recruited for the CBMIFOs, 6 new CBMIFOs have been established, with 584 members. 13 CBMIFOs have merged to 5 CBMIFO during 2006.
Activities that have not been performed/implemented:
Set up hardware and software of Mutual Welfare Program, design & publish marketing material for MWP promotion, launching the pilot MWP. In stead attention was given to the LSLP Life Savings and Loan Protection Scheme programme.
RESULTS
In total there are now 36 active CBMIFO with 22.220 active saver members (16.243 savers are female). The amount of cumulative savings is USD 76.288. The share capital increased with USD 11.292. The outstanding loan is USD 879.770 the total amount of borrowers increased to 7.082 (5.033 are female). CCSF reached that 23.999 members are presently in the LPLS scheme.
Portfolio at risk (PAR) is at the moment (December 31st, 2006) 1,65% and the delinquency ratio (DR) is 0,77%.
We can conclude that the investments contributed to a smoother operating of CCSF and branches. (...less...) |
