During this first year of cooperation between CAMFAD and Agriterra, CAMFAD has changed its organisational structure from a NGO structure to becoming a farmers organisation with an elected Board of Directors. The statutes were adjusted as well as the name: from Cambodian Farmer’s Association for Agricultural Development to Cambodian Farmer’s Association Federation for Agricultural Development. Focus was on its organisational strengthening and therefore a well equipped and operational office was established. CAMFAD has formed 62 village farmers organisations in one province, each comprising 6 sub- groups. The village farmers associations are clustered into commune village associations, with an elected commune leader. The CAMFAD board consists of these elected commune leaders.
Strengthening the membership base was also an important issue on the agenda. In 2007 all individual members were formally registered as CAMFAD members in their well developed membership registration system.
Members received technical agricultural training on topics like rice cultivation, livestock rearing and fish ponds. Group leaders were trained on roles and responsibilities of leaders. The planned activities related to marketing have been postponed till 2008 as farmers first needed to be trained in agricultural techniques. Livestock vaccinations could not take place due to lack of funds.
About 65% of CAMFAD’s members are females. Also during trainings about 65% of the participants were women. 59 Village Women Associations have been established as sub-groups of the village farmers organisations. Their activities take place in the field of handicrafts, small enterprise development and credit and savings. In rural areas there are more women than men and women play an important role in the production and marketing of agricultural products.
CAMFAD has successfully managed to initiate the change from a NGO structure into a farmers organisation, although this process is still ongoing and needs further support. The leaders as well as members and staff of CAMFAD need to be better informed and aware about how a farmers organisation should function, their roles and responsibilities. In the future, more attention will be paid to the organisational strengthening of CAMFAD as the organisation is very young and needs external support to develop further into a strong farmers organisation.
