PAKISAMA for the next two years, will be focused on rebuilding the confederation to make it again an effective vehicle to speed up policy reform and asset reform implementation by helping build strong provincial/municipal peasant federations able to effectively and efficiently service their members and continue to reach out to unorganized groups across the country. The next six months project, July-December, 2007 will serve as the initial phase for the rebuilding of the confederation.
PAKISAMA will work on four main objectives for this project, as follows:
1. to further consolidate PAKISAMA by establishing its baseline financial situation and the organization to resolve past and lingering issues especially those that relate with organizations such as PMBA;
2. to establish baseline needs and capacities of PAKISAMA member POs to ensure 3. to raise grant funds for the confederation and its members

All the planned deliverables in the project were achieved. The profiling work was finished producing 22 member PO profiles, 5,555 individual member profiles, 4 national asset reform profiles, 13 non-PAKISAMA farmers’ federation profiles in 10 new provinces, and profiles of 4,5OO ARC (agrarian reform communities, associations or cooperatives) that can possibly be invited to PAKISAMA . The financial audit for 2003-2006, and 2007 were finished. The National Council and Executive Committee met and came out with positions on key issues confronting the peasantry. PAKISAMA was able to intensify its networking and advocacy role accompanying to victory the 165 Sumilao farmers in their claim to a 144-hectare ancestral land, putting in the process agrarian reform into the mainstream national debate. A 2-year proposal was prepared for Agriterra and other donor’s consideration.
PAKISAMA is back at the forefront of advocacy for agrarian and aquatic reform, and pro-small farmer agriculture development ; our governance structures , finance and administration systems back in place; our leaders enthusiastic to revitalize, even expand membership through provision of relevant , tangible services to individual members.

After years of internal conflict, PAKISAMA seems to take up its activities. Without external support, this seems to be complicated as the capacity for internal resource mobilisation is limited.
A possible role for Agriterra in this phase could be to assist PAKISAMA to get back further on track and work on its reconsolidation. There are still some “old” issues to settle as the financial audit, strengthening the regional organisations, national advocacy issues. Support in this phase could eventually trigger other agencies to support PAKISAMA on a more project-level.
PAKISAMA consists of provincial/municipal PO members, with a total of 16,000 members. Within PAKISAMA three groups are represented: small fishermen (organised in MAMAMAYAN), rural women (organised in LAKAMBINI), and small farmers (PAKISAMA).
PAKISAMA has developed a strategic plan in order to rebuild and strengthen the confederation. The strategic plan is now slowly being transformed into programs and projects.
PAKISAMA with this project expects to reach the following results:
• PAKISAMA Financial Statement, 2003-2006, audited;
• Profiles of 28 member P0s, with Agriterra profile tool as guide;
• full blown project proposal for Agriterra, for 2008-2010;
• Two joint National Council and Executive Committee meetings. |
