Serikat Petani Qaryah Tayyibah (SPP QT), a federation of local peasant associations, was established in 1999 by 13 peasant associations (paguyuban) in Central Java. SPP QT advocates the interests of the peasant communities in the region through advocacy and lobby on policy reforms in the field of agriculture and land tenure right. At the same time they implement programmes aiming to increase the income of farming households. These programmes focus on organic agriculture including marketing of the produce. From a platform of 1.200 peasants it has rapidly grown into a federation of 130.246 peasant members in 2006. These members are organised in 265 peasant groups and 36 paguyuban. The federation operates an accountability system in which the highest decision-making authority lies with the members' assembly.

SPPQT follows with this project the example of the HPSP programme (projects 06ina-4834 and 04ina-3277) were emphasis is on the improvement of the participation of small farmers in the local and regional Indonesian market and for the improvement of their economic performance and well being. SPPQT supports initiatives from it's farmer groups, paguyuban, who have set up a collaboration with companies or supermarkets. It is recognised that at present small producers often do not only have limited knowledge and skills but they also have unequal conditions and bargaining power to come to a fair deal / agreement with the private sector. Strengthening the position of primary producers, by improving their technical skills as well as supporting them in setting up cooperatives to increase their organisational strength and bargaining power, is therefore foreseen as the main objective of this project.
SPPQT focusses in this project on 2 paguyuban of in total 310 farmers of which 250 grow red peppers and 60 farmers grow organic vegetables. The project will be expanded to 6 other paguyuban.

The planned activities are mainly focussing on training of staff of the cooperative, management of paguyuban, farmleaders and 310 farmers in
- cultivation technology
- developing a business plan
- management
- post-harvest handling
To improve quality, quantity and continuity of the production training will be given through field schools, where different varieties will be produced during wet and dry season.
