| CAMFAD (Cambodian Farmers’ Association Federation for Agricultural Development) is a farmers organization working for integrated community development. Its aim is to access to a social development without hunger and insufficiency of food. CAMFAD was created in 1992 by the Cambodian retired groups and volunteer workers and recognized by the Ministry of Interior on 17 February 1995. CAMFAD works to improve human’s well-being through development of rural economy, agriculture, microfinance activities, education and capacity building, health education, advocacy without any form of discrimination. CAMFAD has recently improved its policy access to real representation of small producer organizations (Village Farmers Associations and Village Women Associations) which allow the elected leaders to join actively in the regular executive committee meeting of CAMFAD (board of directors). These boards will play the key roles within the committee meeting and discuss and solve their problems by themselves. Through CAMFADs special meeting with leaders, members and relevant sectors, it was decided to change the name of organization from "Cambodian Farmers' Association for Agricultural Development" to "Cambodian Farmers' Association Federation for Agricultural Development" and remaining a former acronym as CAMFAD. 1. Project background and rationale: CAMFADs wants to expand its activities from teh province Svay Rieng (work area in 2007) to 3 provinces in 2008. Its main aim is to improve the living standard of farmers by strengthening producing activities of small farmers through ecological farming; agricultural credit and sustainable farming practices. Target group are vulnerable small farmers, with an expected outreach of about 3500 individuals and their dependents, with 60% women.Total estimated number of beneficiaties is about 9500 persons. 2. The aim of this project is to contribute to poverty alleviation and improve food security in the 3 target provinces first through diversification into Sustainable Rice Intensification (SRI), handicrafts (for women), vegetable gardens, livestock activities and fishponds and linking farmers to market and supporting small scale agro-enterprises. General Objectives: 1- Provide training and relevant facilities in order to impart appropriate techniques of agricultural production; livestock production; aquaculture production and food production and knowledge in initiatives aimed at increasing the quantity and quality of farmers' products and giving them access to a sustainable and proper income through the sale of their products in the markets. 2- Diversifying income generation, food entitlements and minimize the hunger gap period of rural farmers in 3 provinces in Cambodia. 3- Strengthening the livelihoods of vulnerable households in order to avoid discrimination in the society and promote solidarity amongst the poor, medium and the riches. Specific objectives/services: Increase agricultural output and income generation through micro finance facilities for purchase of good seeds, breed stock and other necesary agricultural inputs; training on improved appropriate agricultural practises; support in improved market access; training on improved handicraft skills for rural women (bamboo products) 2- Broaden household income portfolios by enabling access to livestock and training in breeding. 3- The training of roles and responsibilities of VFA, VWA and CFA leaders will conduct to verify that they can manage their own activities in a proper manner with high responsibility, the leaders of CFA which has legally registered as a member of the federation will become a BoD member of CamFad Main activities: - training on sustainable agricultural and livestock practises; training on improved handicraft skills (bamboo products) and establishment of small scale entreprises and agricultural processing techniques - support marketing information - enable access to micro credit at commune level (in the first year supported by teh central office) in order to purchase improved rice and vegetable seeds;piglets, chicken, fingerlings (against a interest rate of 2% per month). - initial activities to explore options to establish a rural cooperative market in Svay Rieng - study tours, workshops etc. 3. Budget: this one year project requires about $ 97,000 or €65,000. There is a very small contribution of CAMFAD (membrship contributions), there is no support from other donors so far. 4. M & E; A logframe with qunatitative and qualitative indicators , activities and results has been prepared by CAMFAD. 5. sustainablity: CAMFADs financial sustainability is very low, but CAMFAD is working on improvement. This year they will collect membership fees and internally they dicuss the possibility to increase the membership fee, in order to have more income. Distribution of agricultural inputs will not be free to members; members can take a loan and have to repay this against a monthly interest rate of 2%. The loans have to be paid back to CAMFAD Commune Farmers Associations within 10 month. Part of the money remains with the CFA, and 75% will flow back to CAMFAD in order to support CAMFADs operation and administrative costs partly. The 25% remaining with CFA will be used to as micro credit again. The estimated expected annual income from membership fees this year is about $ 1500. CAMPAF will be supported this year in defining a strategic plan , including financial sustainability, but it will take several years to realize financial autonomy. |
