PASAKA is a provincial federation of small coconut farmers, farm-workers, small owner cultivators and rural poor in the province of Lanao del Norte. Lanao del Norte is a province of the Philippines located in the Northern Mindanao region. PASAKA was organized as a response to the growing harassment of tenant farmers by landowners. PASAKA has representation in seven municipalities of the province Lanao del Norte in the Region Northern Mindanao. PASAKA has registered about 1,700 members, mostly small coconut farmers and landless farmers.
PASAKA is an organization that pursues the implementation of Genuine Agrarian Reform and rural development through organizing, capability building and introduction of livelihood programmes and other social services among the coconut farmers, agricultural workers and rural poor with special concern to women and youth.
In the third phase of the project, the organization is starting with the entrepreneurial activities. Aside from regular activities as standards for cooperative membership, special focus is on coaching of entrepreneurial management. Business plans will be prepared and feasibility studies executed on production of coco and copra. The project entitled “Enriching Farmers Competency towards Productivity Enhancement and Enterprise Development” is part of a strategic plan. Activities were split into a yearly timeframe aimed at enriching the business competency of the organisation as a whole in order to take the lead in managing the cooperative that is expected to establish several business activities. At the same time one enhanced the production of the coconut farmers through the utilisation of farmlands and the use of different farming techniques suitable to farming environs in the province. Simultaneously PASAKA kept on pushing for the extension of agrarian reform implementation that is very vital to sustainable rural development.
PASAKA is gradually working to achieve these objectives. Most striking results are:
- Members of chapters were elected in the local government unit (LGU) in five barangays.
- A barangay development plan was implemented
- Legal assistance is delivered for application of the status of leaseholder in landowner issues
- Diversified Integrated Organic Farming System (DIOFS) is implemented;
- The activities of the Multi Purpose Cooperative (MPC) are ongoing.
In general. the 2008 project was implemented smoothly, although some barangays were affected by the conflict between government troops and the Moro Islamic Liberation Front (MILF) that happened in the midst of August. This led to thousands of displaced people in the region and death of many civilians, including seven members of PASAKA. PASAKA has provided some emergency relief to displaced people; as a member of the Lanao del Norte Provincial Peace and Development Consortium the organization was also engaged in dialogues with communities. The conflict in the region did influence the project, but not in a too disturbing way. In some barangays activities were suspended for almost three months.
PASAKA was engaged in relief assistance and peace dialogues.
A disappointment, however, was that Holland Potgrond decided not to pursue its new business venture in Lanao del Norte with PASAKA, but instead chose a facility near Davao (Mati).
This does not mean, however, that PASAKA will stop this project. On the latter months of 2008 a research work was conducted focusing on the important parts of the coconut fruits which usually are considered waste products by the farmers (the shell and including the husk). Result of the studies will be augmented with a feasibility study and Business Plan for PASAKA to choose what part of the coconut fruit would be a feasible business for the organization and its members.

The project is a continuation of the project in 2006 (06pa-4795) and 2007 (07pa-4897). In this third phase there will be special attention for in depth coaching on entrepreneurial management and styles.
(1) The aim is to achieve a surplus in income for farmers, with special focus on women and youth, by implementing sustainable agricultural methods and technology in the production of in the first place coco and copra, but one wants to broaden its scope to all agricultural productions. Besides, the aim is to achieve cooperative and enterprise development. Business plans will be prepared, the market researched and partnerships established and deepened, e.g. with Holland Potgrond.
(2) The main objective is to improve the livelihood of coconut farmers. Expected results are better agricultural methods and improved entrepreneurial management. Main activities in the coming year:

(3) The requested budget is € 79.330 * 1,25 is € 99.163. The own contribution has increased compared to 2007: from 432.700 to 482.600 Ph Peso.
(4) Business plans are an essential project output. Evaluation of 2007 showed there was already an increase in income and enhanced knowledge skills have resulted in smooth project implementation and monitoring.
(5) organizational capability will be increased as well as the economic condition of the sector. This should lead to an improved livelihood in a sustainable way. |
