Agriterra does not have a partnership with TEASEC. It is a young organisation which exists as from 2004. This is the first project proposal sent to Agriterra.
The goal of the program is to contribute to sustained rural poverty reduction in Nepal by increasing income, employment and productivity of the orthodox tea sector. Through capacity building of TEASEC and it’s partner organizations e.g farmer (cooperative) federations; 4 district (cooperative) federations and farmers groups take actively part in the development process of orthodox tea.
Main objectives for 2008 are:
1) Improve efficiency and effectiveness of TEASEC as and sustainable and viable organization
2) Improve service delivery and capacity of the farmers (cooperative) federations and farmer groups
3) Improve linkages and coordination
Main activities are: setting up the offices for district federations and TEASEC office in Eastern region; training for staff and federation memebrs on IT and accounting and 4 strategic planning sessions at district level. (...less...) |

TEASEC managed to implement almost all planned activities like Capacity development plan workshop of four farmers’ federations; IT / Computer and Account Management Training for TEASEC staff and district federation members; equipping the TEASEC office and district office with furniture and communication hardware; proposal writing training for federation members; and interaction program between TEASEC and Farmer Federations. With the support of SNV (TEASEC is hired as a service provider by SNV) farmers were trained in Code of Conduct, organic tea cultivation, biogas promotion and improved tea farming techniques.
The most striking results achieved during the project period are:
Each district federation counts with a capacity development plan and formulated long and short term action plans. District federation executive committee comprise 33% women (by new law, recently introduced by the government). This means an increase of 20%. All four District federation offices and the TEASEC offices are now equipped with email, telephone, internet, fax and machine. Offices are in operation with better communication facilities enabling a smoother communication.
After the proposal writing training all federations are proactively brainstorming to prepare a concept/proposal to submit to donor agencies. One female representative of Terathum Tea federation is currently preparing a project proposal on behalf of her district federation to be submitted for funding to a donor.
As this was a 6 month project, one can not expect major achievements, but generally speaking this project supported TEASEC in positioning itself well in the region, providing a well equipped and representative office and federation offices, the capacity of the staff and federation members has been strengthened. Membership has been properly registered and total membership is 3.144 of which 355 women (11%).
It has been worthwhile to start the financial and advisory support to TEASEC in close coordination with SNV.
TEASEC implemented the proposed activities according to plan within the given budget. The offices are operational and well equipped, which will contribute to a more efficient communication and general functioning of TEASEC and the federations. The staff and federation members are active and committed to their mission. Membership has been registered now. Credit goes to SNV staff who actively and closely guide, coach and monitor TEASEC staff and provide relevant and punctual advisory support on the spot. During the Agriterra mission in November 2008 the main objectives for 2009 were discussed among the 3 stakeholders, resulting in one inclusive project proposal, clearly specifying the objectives, activities and expected results, as well as the funding requirements. TEASEC is well aware that federation and TEASEC itself must start generation of own income in order to gradually reduce donor dependency.
Focus on gender/social inclusion was well represented in the project proposal and at in the various training activities about 50% of the participants were women. Looking at the membership base only 11% of the members are women which is disappointing. TEASEC indicated that land is mostly owned by men, but that with the new government this is very likely to change in the future.

Tea Sector Service Centre (TEASEC) is the first organised institution for tea producing smallholders in the Eastern Himalayan Region in Nepal. The mission of TEASEC is to provide services to the small growers (85% of the tea of this region is produced by them) and enterprises to produce high quality tea and to generate sustainable incomes. TEASEC members are 37 small farmer’s groups with a benefit for 2700 farmers. Registration is in progress of 97 farmer’s groups from the Ilam district in favour of 6000 farmers. This brings us to a total of 134 small farmer’s groups with 8700 farmers as direct beneficiaries.
Through this project TEASEC wants to contribute to reducing poverty and hunger and achieve impact on increasing an improving the livelihoods and employment opportunities for people living on less than $2/day.
The goal of the program is to contribute to sustained rural poverty reduction in Nepal by increasing income, employment and productivity of the orthodox tea sector.
Main objectives are:
1. Improve efficiency and effectiveness of local, regional and national producer organizations in the value chain
2. Develop service delivery to small holder orthodox tea farmers.
Expected results are:
- Capacity of producer organisation (farmer groups, cooperatives, federations and TEASEC) strengthened through training amongst others.
- Quality of orthodox tea improved with a focus on production and processing through a.o. research on bio fertilizer and bio pesticides and plant materials and technical skill training.
- Business linkages between producer organizations and the national and international markets developed through a.o. facilitating linkages between cooperative processing units and federations and participation in events.
Indicators to measure the expected results of TEASEC are:
- Increase in income for Pos
- Increase in the number and services provided by POs
- POs participate in policy dialogues
- Quality of tea as perceived by buyers/ factories improved
- Realized cost reduction for farmers for input supply
- Exports of Tea increased

Focus is on organisational strengthening of TEASEC. It includes the setting up of adequate infrastucture for TEASEC office in Eastern Region and the 4 district federation, salaries for TEASEC staff and social mobilisers and a training budget to train staff and federation members in IT, accounting etc. Further, 4 strategic planning sessions will be held with the four disctict efderations.
Adjusted proposal for 2008:

Contribution of SNV: 300 advisory days (€ 154.600) and training €23.312
