Consortium of Indian Farmers Association (CIFA) was formally established and registered in January 2006. It has the ambitious aim to unite and empower all 600 million farmers (via their associations) of India. Its core business will be to act as a representative of Indian farmers; to create awarenes on te important role of agriculture; establish forums to support the case of farmers and deal with patent rights and WTO.
Main activities to be partially funded by Agriterra, partially CIFA funding:
1. National farmers conference 2008
2. Lobbying interaction meetings with parliament members
3. Commodity group exchange and networking with market chain
4. Human resource development of national and state level farmers leaders being member of CIFA
5. Formation of state level commodity associations ( in 6 states)

This project finished at the end of March 2009. The main results are that CIFA started activities in making linkages with the farmers organisations in states where CIFA did not have members yet and further supported the establishment of farmers federations in different states. This project finished at the end of March 2009. The main results are that CIFA started activities in making linkages with the farmers organisations in states where CIFA did not have members yet and further supported the establishment of farmers federations in different states. As a result, CIFA has expanded its membership to new states in India. CIFA is a very young and infant organisation, in the process of developing itself and finding its own way. It is receiving financial support from several national donors to finance particular activities and core costs.
CIFA promoted the existence and networking of Commodity Interest groups (CIG) at state level and at national level. CIG members were trained in crop management. CIFA identified industrial partners like marketers, processors and retail chains. Various meetings between CIG and various retail chains and commodity exchanges were held, but no concrete results have yet been achieved.
During the 5th annual convention several policy papers were presented. It was decided to establish an ad hoc women’s wing in CIFA. This women’s wing has taken a much better shape during EC meeting. Four states are given the responsibility to form a pilot wing at their own state level.
Concluding:
This first year of collaboration between Agriterra and CIFA has been successful in the sense that planned project activities were implemented. The results are not directly visible as organising farmers takes time. It is recommended that in case of future cooperation a strategic plan should be developed, bringing more focus in CIFAs strategies and activities. After ending this project in March 2009, project 5337 started.

1. Consortium of Indian Farmers Association (CIFA) was formally established and registered in January 2006. It has the ambitious aim to unite and empower all 600 million farmers (via their associations) of India. Its core business will be to act as a representative of Indian farmers; to create awarenes on te important role of agriculture; establish forums to support the case of farmers and deal with patent rigths and WTO.
For Agriterra, this is a new organization and a profiling has not been done yet. LTO Noord has already participated in some of the by CIFA organized activities. It is national level PO, with 5 state level farmers organisations being member: Tamil Nadu, Karnataka, Rajastan, Pondicherry, Andhra Pradesh. Furthermore, members comprise state level Commodity Associations (various commodities are covered like sugarcane, apples, fish, pulses, grapes, mangos, paddy etc.) and Independent Farmers Associations (no exact number available). although not all states are yet members of CIFA. CIFA expects to attract 5 new state level farmers organizations this year.

2.Evolve an enabling policy environment through training, human resource development, policy advocacy and lobbying efforts,
3.Partnering with Industries for value addition research technology transfer

Main expected results:
1. To establish a network at Central and State level
2. Farmers Empowerment: The empowerment of farmers facilitated through assistance for mobilization, organizing into associations, cooperatives etc. for their increased participation in planning, marketing, technology dissemination and agro-processing etc.
3. To establish a Policy Advocacy hub at CIFA head quarters in New Delhi
4. Establish an appropriate institutional mechanisms for information exchange and cooperation between agencies that focus on agriculture-related technical activities

Agriterra: € 5.476
CIFA: € 38.889

4. A logframe has been prepared but needs to be made more measurable, it is too general and lacks quantitave data.This is in process according to CIFA (has been done)
5. Sustainability: CIFA is able to raise enough funds/own contribution for the general and operation costs of the CIFA secretariat in New Delhi. Agriterra is requested to finance some activities. On the long run it is expected that CIFA can cover the costs for a General Assembly by itself, as well as other activities. This is however the first year that Agriterra considers financing of CIFA activities and it is therefore not easy to predict about the sustainability. This depends a lot on the members and willingness of members to pay membership fee or service fee. |
