The Lakas ng Kababaihang Magsasaka sa Kanayunan (LAKAMBINI) was born out of the need and advocacy of peasant women to organize themselves to have one collective voice towards their empowerment. In March 1993, women leaders of Pambansang Kilusan ng mga Samahang Magsasaka (PAKISAMA), a national confederation of peasant, fisherfolk and rural women organizations, held the First National Consultation for its women members. This led to the establishment of an all-women peasant organization, the Lakas ng Kababaihang Magsasaka sa Kanayunan (LAKAMBINI).
LAKAMBINI, at the start, did not have separate programs, as it was under or handled by the Gender Department of PAKISAMA. However, during the last few years a leadership conflict excisted within PAKISAMA. When the confederation was at the height of its conflict in the national leadership, LAKAMBINI was also affected. Still, women leaders continued to persevere to take a hold of the project.
LAKABINI, during the conflict of the confederation, accessed a project grant from Agriterra. With the crisis of Pakisama and with members of the Board of LAKAMBINI taking different stance on the matter, some women leaders of Lakambini decided to create an implementing organization and institutionalized a management structure which would serve as “central coordinating office” for the project, this they registered under the name, “Lakambini Micro-enterprise Development Center” (LMEDC).
The project was cut short (mid 2007) as Agriterra realized they were not dealing with Lakambini which was the original partner for the project, but with LMEDC. A Congress or General Assembly is being proposed to settle the issues on the legal bearer of the project, and whether LAKAMBINI or LMEDC is the true representative of the members. Because of unresolved issues between leaders of Lakambini/LMEDC the Congress is not yet held. Only regional pre-congress meetings were held. As a resullt of delay of planned activities, Agriterra requested a resolution and an agreed set of rules and procedures of the congress to extend the project implementation period. Because of unresolved issues between leaders of Lakambini/LMEDC the Congress is not yet held. Only regional pre-congress meetings were held. As a resullt of delay of planned activities, Agriterra requested a resolution and an agreed set of rules and procedures of the congress to extend the project implementation period. However a consensus was never reached. As a result, Agriterra stopped the project officially and demanded the project funds back. PAKISAMA has offered to facilitate a meeting during the general Assembly to resolve the issues in early 2009.

Project Beneficiaries:
The primary beneficiaries are rural women in peoples organizations affiliated with the LAKAMBINI. These primary beneficiaries number around six thousand (6,000) households or one thousand two hundred (1,200) individuals.
Project Duration:
The proposed duration for the preparation of the Congress of Lakambini is from April to June 2008. The Congress is targeted to be held in June or July, at the latest.
Objectives:
Conduct a Congress for the Federation to be able to:
1. settle decision points as raised by the members which may entail possibilities of electing a new set of leadership of Lakambini,
2. define the role of LMEDC should the membership still regard it as implementing organization,
3. renew commitments of the members and leaders,
4. set thrusts and formulate strategic plan for the federation and
5. tackle concerns on possible continuation of the project, Micro-enterprise Development Programme for Rural Women .
PROJECT ACTIVITIES
PRE-CONGRESS
1. Visit to the Execom Members of Lakambini
The visit is to solicit approval on the conduct of the Congress and make initial schedules for the Expanded Board Meeting.
2. Expanded Lakambini Execom Meeting
A joint meeting of LAKAMBINI with the Board of Trustees of Lmedc.
3. Visit to Member People’s Organizations (POs) or Communities of Lakambini: Brief Profiling
This is to identify current status and update profiles of member organizations of Lakambini.
4. Regional Pre-congress Consultations
CONGRESS PROPER
1. Preparation for Lakambini Congress
Arranging the venue, accommodation and travel bookings of the delegates. This includes logistics and other preparations.
2. Lakambini Congress Proper
- This is the main venue where Lakambini POs will discuss and resolve issues concerning Lakambini and the institutionalization of Lmedc and reach, hopefully by consensus a decision on the future of both.
- The general membership will also discuss plans and recommendations that will be used in restoring Lakambini
- an election on the new set of Execom will be held. Setting of thrusts and renewing of commitments will be the main output of the Congress.
POST CONGRESS
Preparation of Documentation Reports
Volunteer staff of LMEDC will serve as the Secretariat for the preparation and the actual conduct of the Congress.
