The objective of the plan is to find the balance between the sustainability of the OECAs in benefiting its families, and the strengthening of capabilities at the different organisational levels of CIOEC. Four are the specific objectives to achieve with this plan: to strengthen internal management of CIOEC; to strengthen the OECAs through technical, economic, commercial and organisational development; to strengthen the leadership and lobby and advocacy capabilities in order to have influence on the international and national policy agenda.

Activities:
The activities planned for the coming three year are several, and include:
- Complementation of the leader’s school with a school for technical management and commercialization for the OECAs. Leaders will get knowledge in designing projects, business plans, commercialization plans, accounting and duties.
- To set up of a “gestora de negocios” business unit will support the process of strengthening and development of the OECAs. This “gestora” will link the OECAs with the market; articulate the demand and connect it with the supply, market information, etc. The business unit will allow for income diversification of CIOEC, because it will be a service paid for by the members.
- To set up a unit of services, which will offer consultancy services;
- CIOEC will support the OECAs with studies on the bottle necks in the different product chains and with the elaboration of proposals.
- Lobby and advocacy activities in themes such as: environment, biodiesel, food, International trade agreement, sector policies etc.
- Implementation of a gender strategy;
- Implementation of the planning, monitoring and evaluation system;
- Implementation of internal administration at sub national and national level;
- Development of a strategy of income generation;
- Implementation of a integral system of accounting;
- Elaboration of a project and execution of them for development of regional chains.
- Etc.

The triennial plan will be carried out with the support of various national and international donors such as: European Union (Progetto Mondo MLAL; Associazione di Cooperazione Rurale in Africa e America Latia ACRA, VSF-CICDA); FDH Belgica; Heiffer; APSA (Bolivian Government);
GOALS
objetivo general:
“Lograr el equilibrio entre la sostenibilidad de las OECAs y los beneficios para sus familias socias, con el fortalecimiento de capacidades en los diferentes niveles de la estructura de CIOEC -B.” Con los siguientes

Objetivos específicos:

1. Fortalecimiento institucional: “Fortalecer la gestión institucional sostenible, la cohesión y la integración de CIOEC-B, CIOECs Departamentales, Cúpulas Sectoriales y OECAs.”
2. Fortalecimiento de las OECAs: “Promover el desarrollo técnico, económico, comercial y organizativo de las OECAs con una gestión eficiente, control social y relaciones externas funcionales.”
3. Fortalecimiento de las capacidades de líderes: “Formar líderes – hombres y mujeres – que aportan a la gestión organizativa, administrativa y comercial de las OECAs y representan los intereses de las mismas.”
4. Cabildeo: “Incidir en políticas nacionales, internacionales y departamentales y en propuestas de desarrollo, generando beneficios y defendiendo los intereses de las OECAs.”
