The projectplan (two years and four months) is a sequel to project 07pk 5005. In which project profilings of Pakisama have been done and a strategic plan has been developed. This project will help catalyze a nationwide coordinated mobilization of farmers and their allies in civil society to campaign for the extension with reforms of the government's Comprehensive Agrarian Reform Program (CARP).
It will also catalyze the conduct of multi-stakeholder strategic planning workshops in 25 focus provinces to ensure rice self-sufficiency by 2013.

Project Objectives:
a. influence and/or claim the benefits of government policies, programs and budgets
b. deliver basic services to its affiliates and individual members
c. to expand PAKISAMA's membership base and strengthen its leadership and organizational systems

This activities of the project will have five components namely:
1. Policy Advocacy-aimed to increase the awareness and capacity for advocacy and mobilization of the broader peasantry
2. Productivity and Enterprise Development – aimed to increase capacities on sustainable agricultural technologies and practices and access to markets and capital/micro finance
3. Membership Expansion- aimed to increase the number of member affiliates and individual members of PAKISAMA
4. Leadership and Organizational Strengthening -aimed to strengthen organizationaland leadership structure and systems of PAKISAMA, as well as improve its services to members
5. Secretariat Development – aimed to have effective and efficient operations of PAKISAMA.

-The major policies to be advocated and campaigned for are (a) a law on CARP extension with reform (CARPER),(b) National Land and Water Use Act © Coconut Levy Recovery; (d) magna carta for rural women; (e) law on archipelagic
baseline; (f) fair , equitable agricultural trade agreements with other countries/region.

Indicators are:
1. Acquisition of leasehold contracts or certificate of land ownership award to at least 500 of landless members of PAKISAMA ; with certificates bearing the name of both husband and wife
2. Increase by 20% the number of hectares covered by members practicing sustainable agriculture
3. Existing members have expanded their membership by at least 25% and increasing the total profiled members from 5552 to at least 15,000; at least 30% new women members
4. Agreed mechanism of membership contributions and other forms of fund raising participated by at least 70% of existing affiliates
5. At least one capable, professional coordinator per affiliate has been identified, recruited and providing staff work either as volunteer or paid staff

Total budget 676.985 Euro
Proposed funding:
Pakisama: 242.636 Euro
Agriterra: 434.348 Euro

The budget is not divided up the two years and four months.

Monitoring and Evaluation:
Results and Indicators are mentioned in the Logical Framework. Not all the indicators are SMART because the point of departure is not clear.
GOALS
The over-all goal of the project is to improve the socio-economic and political conditions of peasants (small men and women farmers, fishers and IPs) in the country.
