description	PAKISAMA is one of the oldest confederation of farmers' organizations in the Philippines, it is a non-governmental, non-profit organization founded in 1986, who had experienced its peak of organizational strength in the mid- 1990s to early 2000. Since 2000 the organization has losen value primarily due to a leadership crisis that split the confederation in 2003. PAKISAMA rose above his organizational conflict and united again in July 2006. At present, Pakisama numbers 20 000 active and direct members. PAKISAMA has established membership in 25 provinces, 73 cities and municipalities, and at least 325 villages. The profiling done under the last project proposal also showed that about 22% of the membership consists of female members. The head line of the project 2008-2010 of Pakisama is to become a powerful voice and force to uplift the conditions of the small farmers, and direct the attention of government to the plight of the small men and women farmers, fishers and Indigenous Peoples. Since 1988 land reform in relation to the ownership is a hot issue in the Philppines. final results & observations	This project “ImprovingPeasants’ Socio-economic-politcal conditions in the Philippines” supposed to be a 28-month project, but back donor problems led to the finalization after 16 months, per December 31, 2009. The head line of this of PAKISAMA is to become a powerful voice and force to uplift the conditions of the small farmers, and direct the attention of government to the plight of the small men and women farmers, fishers and indigenous people. PAKISAMA will be included in the new 22-months Philippine Farmers for Food project with EU-Agriterra support starting January 2010. On policy advocacy and claim on land and water rights, the PAKISAMA national office undertook an inventory of 15 land cases which it submitted to the Department of Agrarian Reform. It has built networks and linkages with more than a hundred rural non-governmental organisations and government agencies in the advocacy Agrarian reform and in the current lobby for a progressive Implementing Rules and Regulations (IRR). Pending approval of the IRR, claim-making activities at the local level consisted of continuing dialogues with local agrarian reform offices, case documentation, paralegal seminars and community organising for mass campaigns. Thus, PAKISAMA was very active in implementing the CARPER law. For productivity and enterprise development, formation of commodity clusters took place in various levels in three provinces in Visayas for coconut, ubi, and vegetables, and two provinces in Mindanao for copra, sugar, and cocoa. Two commodity clusters in Luzon, one of calamansi in Mindoro Oriental and another of organic agriculture in Bicol, have been set up. These two clusters have formed into a federation/network and have assumed leadership in lobbying for favourable policies and support services for their sector. The initiative in Mindanao is taking the form of product consolidation to ensure they can deliver the volume required by the market. The outcome of the project was quite successful and activities will be continued in 2010 through the EU-financed project 5519. From 26 provinces in 2007, PAKISAMA is now present (this means ‘ have official and actual members’) in 35 provinces. This means a growth from 28 to 59 member federations - from 20,000 (5,552 individually profiled) to 66,936 members. The projectplan (two years and four months) is a sequel to project 07pk 5005. In which project profilings of Pakisama have been done and a strategic plan has been developed. This project will help catalyze a nationwide coordinated mobilization of farmers and their allies in civil society to campaign for the extension with reforms of the government's Comprehensive Agrarian Reform Program (CARP).
It will also catalyze the conduct of multi-stakeholder strategic planning workshops in 25 focus provinces to ensure rice self-sufficiency by 2013.

Project Objectives:
a. influence and/or claim the benefits of government policies, programs and budgets
b. deliver basic services to its affiliates and individual members
c. to expand PAKISAMA's membership base and strengthen its leadership and organizational systems

This activities of the project will have five components namely:
1. Policy Advocacy-aimed to increase the awareness and capacity for advocacy and mobilization of the broader peasantry
2. Productivity and Enterprise Development – aimed to increase capacities on sustainable agricultural technologies and practices and access to markets and capital/micro finance
3. Membership Expansion- aimed to increase the number of member affiliates and individual members of PAKISAMA
4. Leadership and Organizational Strengthening -aimed to strengthen organizationaland leadership structure and systems of PAKISAMA, as well as improve its services to members
5. Secretariat Development – aimed to have effective and efficient operations of PAKISAMA.

-The major policies to be advocated and campaigned for are (a) a law on CARP extension with reform (CARPER),(b) National Land and Water Use Act © Coconut Levy Recovery; (d) magna carta for rural women; (e) law on archipelagic
baseline; (f) fair , equitable agricultural trade agreements with other countries/region.

Indicators are:
1. Acquisition of leasehold contracts or certificate of land ownership award to at least 500 of landless members of PAKISAMA ; with certificates bearing the name of both husband and wife
2. Increase by 20% the number of hectares covered by members practicing sustainable agriculture
3. Existing members have expanded their membership by at least 25% and increasing the total profiled members from 5552 to at least 15,000; at least 30% new women members
4. Agreed mechanism of membership contributions and other forms of fund raising participated by at least 70% of existing affiliates
5. At least one capable, professional coordinator per affiliate has been identified, recruited and providing staff work either as volunteer or paid staff

The budget is not divided up the two years and four months.

Monitoring and Evaluation:
Results and Indicators are mentioned in the Logical Framework. Not all the indicators are SMART because the point of departure is not clear.

GOALS

The over-all goal of the project is to improve the socio-economic and political conditions of peasants (small men and women farmers, fishers and IPs) in the country.
