Project background/rationale

CAMFAD is working in 3 southern provinces of Cambodia and has currently 62 village farmer organisations as its members, representing 818 producer groups (local level) having 7.905 individual members of which 57% are women. All members are small farmers. CAMFAD is in a transition period and gradually developing into a farmers organisation with its own elected board (since 2006). CAMFAD does not want to expand its membership but rather consolidate and further strengthen its current member organisations and strengthen its own capacity as a farmers organisation.


Project objectives:
Overall goal: Strengthening the livelihoods of vulnerable households in 4 provinces.
Specific objectives
1) Continue developing the associative functioning and strengthening the membership basis and clear internal policy of CamFAD and to assure that all regulations must be respected,.
2) Diversifying income generation, food entitlements and minimize the hunger gap period of rural farmers.
3) Establishment of one provincial farmers' market to ensure the sustainable producing activities of farmers. Have better access with good quality farmer’s products to market for sale with better prices.
4) Strengthening the quality of farmers' products toward markets demands.

Expected results
- Organizational strengthening (staff capacity building), improving the institutional linkages and organisational/professional skills of staff and Board members.
- Capacity building of existing producer groups being member of CAMFAD (common understanding of 7905 members about associative functioning principles)
- Members and their relatives will have improved their agric. Production systems and an increased income (vegetables, poultry farming, fingerlings, improved pig production, improved saving activities and credit system initiated
- Members will understand the concepts of marketing and price assessment better to increase their producing activities for market demand and hh income.
-The total indirect and direct member ( 39,525 persons) will have increased their productivity in agricultural production from less than $1 per day to $1 or $1.50 per day. It will be 70% expected income from the project.

Main activities:
1-Increase agricultural output and income generation through training to improve appropriate agricultural skills; livestock and aquaculture practices, and non-agricultural skills; organic making, initiatives toward market access, leadership and financial management especially the support and sustaining to the women empowerment in agro-enterprises, small handicraft activities in the villages, and protection of village migration and leaving from agriculture of young generation in the future.

2-Increase the quality and capacity of market activities by doing a market agricultural productivitiy assessment once a year and PR activities

3-Seeking for support on creation a provincial cooperative market for sale/ purchase and circulation of farmers’ products from donor agencies.

4-The training of roles and responsibilities of VFAs, VWAs, CFAs and or CBOs leaders.

5-Seeking for loan with low interest to provide the members, supporting small scale agro-enterprises and handicraft activities at the operational areas.

6-study tours (inside and outside of the countries) for staff, board and farmer leaders in order to gather new experiences/ knowledge and ideas to use in their respective community /organization.

M&E: CamFAD has developed a logframe with measurable indicators, including quantitative as well as qualitative indicators.

Sustainability:
As the financial contribution of CamFAD is limited and CAMFAD has not yet developed plans for self financing, the sustainability of CAMFAD as such is doubtful, without external financial support. The producer organisations will pay a nominal membership fee to CAMFAD. If CMAFAD succeeds on supporting its members to attract micro credit for producer groups, there is a chance of developing into sustainable producer groups. However, this process will take time.


Update 11-12-2008:
The proposal has significantly been adjusted according to the outcomes of the strategic planning workshop and intensive correspondence between CAMFAD and Agriterra. It has been agreed that for the time being only the project proposal for 2009 will be taken into consideration as at this stage it is not possible to come up with a sufficiently concrete and well elaborated plan beyond 2009.

Therefore, the project logframe and project budget concern the year 2009 only.

Project budget for 2009 is €59.272 of which € 3.425 is CAMFADs own contribution (6%)
