Indur Intideepam Mutually Aided Thrift & Credit Cooperative Societies Federation Ltd (IIMF) is a self governed and managed CBO of 45.000 rural women as members with self help finance as its backbone. IIMF works in Nizamabad and Adilabad districts of Andhra Pradesh state, India.
IIMF is an Apex organization of 15 Women Farmers Mutually Aided Cooperative Societies (MACS) in Nizamabad district, Andhra Pradesh. IIMF has become totally autonomous from April 2006. The 45.000 women members from 550 villages are mostly dalits (untouchables or castless women who have the lowest social status in India). IIMF promotes the self help approach and promotes livelihood improvement through self help finance. IIMF has promoted the Intideepam Mahila Dairy Producer Company starting with 1850 women milk producers in 2007. IIMF Board had set up a Dairy Working Group, responsible for implementation of the dairy programme.
In 2008, IIMF obtained a 3 years soft loan from Oikocredit India (Manaveeya Oikocredit) being a total of Rs. 83.296.000 (€1,4 million Euros) to cover capital costs for 20 new BMCUs, milk cans, generators and electronic milk testing equipment.
In 2008, 7 Bulk Milk Cooling Units (BMCU) have been constructed. The membership has expanded till 8750 women dairy farmers. The dairy is currently procuring milk from 175 villages and cooling it in a modern way, producing quality milk.
GRAM, an NGO promotoing and nurturing IIMF, is partially meeting the dairy staff costs to help them to sustain during the gestation period.
Agriterra has been supporting IIMF since 2008. Initially a one year contract of € 50,000 was agreed upon, as it was a new organisation for Agriterra. Rabobank Foundation supported IIMF with a grant of € 35,000 in 2008.
IIMF is requesting financial support for 2 years from Agriterra and Rabobank Foundation in order to contribute with capacity building, staff costs and technical inputs. BMCUs will be expanded with 5 no. in 2009 and with 5 no. in 2010. This is less as compared to the original plans from 2007, as those plans appeared during 2008 to be too optimistic. The loan amount request to Manaveeya has accordingly been scaled down as well.
In line with the expansion of BMCUs it is expected that a total of 15.000 (2009) and 25.500 (2010) milk producers will become members of IIMF Dairy, from 300 (2009) and 425 (2010) villages.
At the end of the project, a total of 25.500 farmers from 425 villages will produce 86.500 liters of milk per day. This means that milk production per producer is decreasing bit, but capacity utilization of BMCUs is increasing from 29% in 2008 to 59% in 2010. (...less...) |

A major milestone of the project is incorporation of the first Women’s Milk Producer Company in the country named, “Intivelugu Mahila Dairy Producer Company Limited” (IMD) on 3rd December 2009. IMD comprises almost 10.000 active producers and 3000 new members. Out of the these active producers 4253 paid share capital of Rs. 100. The others are expected to pay this in 2010. Four new BMCs were commissioned taking the total installed capacity from 38500 liters/day to 58500 liters/day. Milk procurement and marketing has increased by 52% as compared to 2008. The number of villages covered has increased from 175 in 2008 to 282 in 2009.
The price paid to producers enhanced by 10% from INR 18.27 to INR 20.27. 17 MACS of IIMF have given INR 41.38 million loan to 2108 milk producers for purchase of buffalos. Of the 2108 producers 1834 have newly joined in MACS. IIMF has begun to share operation costs towards salaries, travel and overheads. Capacity building programmes were implemented for farmers, milk collectors, Village Development Committee members (only 50% realized), community dairy workers and BMC managers. Exposure visit for IMD board and staff was not conducted.
A joint venture of IMD Producer Company, IIMF, Adarsha (together holding 51%) with private experts (holding 49%) promoted a milk processing and marketing company called Deccanstar Rumenavian (P) Ltd. The first milk processing unit has started its operations in 2009.
IIMF has achieved the following institutional linkages/successes:
- Sir Jamsetji TATA trust approved a three year grant (INR 9.38 million) for dairy productivity enhancement programme for hiring three veterinary doctors to train 90 para- veterinary workers to extend technical inputs to 400 villages.
- NABARD has funded GRAM to train hundred women farmers under Micro Enterprise Development Program.
Opinion Project officer: This project is a successful economic project focusing on the economic and social empowerment of women. The complementary financial support of Oikocredit, Rabobank Foundation and Agriterra shows of its results and it is expected that after 2010 the dairy activities will be self sustained.
GRAM plays an important role in the whole process as an experienced and reliable service provider as well as mediator, specialized in dealing with socially backward groups at the grass root level. GRAM and IIMF have successfully attracted financial support of Indian Based organisations to support the further development of the diary sector and women empowerment.
GRAM and IIMF are convinced that they can use the gained experience related to the establishment of a producers company comprising small holder farmers in the near future to establish other producer companies for other commodities like for example oil seeds.

The project comes down to the further strengthening of 25000 small holder women milk producres and run their own producer company.
With the loan of Manaveeya Oikocredit the number of Bulk Milk Cooler Units will be expanded with 5 in 2009 and 5 in 2010.
The requested grant support of Agriterra and Rabobank foundation will be used to further strengthen the capacity of stakeholders at three levels:
1. Milk Producer Institution (MPIs) : farmers trainings, establishment of MPIs, establishment of village dairy Committees
2. BMCU level staff:
3. Producer Company staff and Dairy Working Group
(2) Main objectives:
1. To organize village level Milk Producer Institutions (MPIs) to streamline milk marketing
2. To enhance milk productivity through facilitation of extension services and backward linkages
3. To establish a technologically superior and transparent system of milk collection and payments
4. To facilitate the integration of IIMF’s credit packages with dairy requirements
5. To capacitate the governing structures at all levels of the producer company
Main activities to achieve objectives 1,2, 3 and 5 are various trainings on technical and instititional/organisational topics for producers, milk collectors, BMCU staff, DWG staff, Village Dairy Committees members. Activities to achieve objective 4 are at CEO level between IIMF, PC and GRAM and will results in various MOUs.
Main activities to be funded by the grant will be capacity building of milk collectors, technical training to farmers, exposure visits for Board and Staff, and village committee training and staff salaries and overhead costs.
IIMF/GRAM has obtained a 3 years grant from FORD Foundation (2009 will be the last year) especially for the support provided by GRAM.
IIMF has negotiated a project on productivity enhancement of dairy and small ruminants with the Sir Dorabji TATA Trust in Mumbai, including training of village level resource persons and support staff straining in 2009 till end of 2011, for an amount of € 217,000 for 3 years.

(5) on sustainability and cost efficiency
Financial projections for 2009 and 2010 are showing that it is still the investment period, net profit should become visible after this investment period (see also the financial projections as presented in 2007). From 2011 the company should become almost self sustained, it is likely that there will be a negative income in 2011 if grants are not provided anymore. |
