The project "Enriching Organisational Competency towards Productivity Enhancement and Enterprise Development" was part of the three year strategic plan crafted by the leadership of PASAKA in December 2008 with an objective of contributing to poverty alleviation and socio-economic development of the coconut farmers and other marginalised sector in the rural areas of Lanao del Norte.
The situation for the peace and order in some communities are at risk since the remnants of fear from the 2008 MILF encounter was still there. Hence the residents in most of our areas of Maigo, Magsaysay and Kolambugan where most of PASAKA’s memberships are found had learnt to cope up with the situation. This is the same also with the organisation, while the Maigo, Magsaysay and Kolambugan were in a mess due to war, PASAKA has diverted most of its efforts to municipalities of Linamon, Lala and Sultan Naga Dimaporo and some communities in Iligan City where the peace and order situation was not disturbed by the warring government and MILF troops.
In the early stage of project implementation, activities were mostly focused in municipalities of Sultan Naga Dimaporo and Lala with at least three clustered barangays each municipality and having two local chapters, this is because the chaos of Kolambugan, Maigo and Magsaysay, that we have to find ways to implement important activities of the project. Observing the result, there is that big difference when focus is on certain areas, enhance leadership styles and management skills where observe that leaders where able to manage well their local associations including economic activities initiated by them. In terms of economic and integrated organic farming activities BACFA and SIUFAMCO are championing on this matter followed by FAL and UCFC of the same municipalities.
Food sufficiency and funds to respond to the basic need ie, health, education among others of the farming household are essential needs of the farming community that should be immediately responded. The absence of necessary capitalisation, technology and marketing outlets for the farmers’ product are hindering factor that contributes to the poverty situation among the rural communities and acquiring the three important aspects essential to community development is a very complicated process when the community involve is not organise and strengthened. Accordingly, together with the women and the young farmers there is a great need to continue organising the rural communities, mobilise them in activities that are aimed to sustaining food production, entrepreneurial and leadership development in order for them to manage and sustained the initiated project significant to alleviating poverty.

(1) The project aims to contribute to poverty alleviation and socio-economic development of coconut farmers and other marginalised sectors in the rural areas of Lanao del Norte. This will be implemented at different levels depending on the status and maturity of the local chapter organisations of PASAKA while continuously working for membership and chapter expansions in the neighbouring communities within the province of Lanao del Norte.
(2) The projects aims to:
1. Promotion and implementation of Diversified Integrated Organic Farming System (DIOFS) technologies;
2. Installation of potable water systems project;
3. Installation of nurseries;
4. Introduction and implementation of livelihood alternatives;
5. Continued cooperative trainings and establishment of primary cooperatives;
6. Conduct of feasibility studies and business plans;
7. Membership expansion and organisational strengthening activities.
Development and farming innovation practices will be an overall activity of organised communities, this is to ensure that farmers will gradually have the adequate food supplies and generate surplus production for additional family income and for business capitalisation either for individual and or cooperative operations. Coupled with Agrarian reform campaigns and implementation - this component is fundamental to the attainment of sustainable rural development that the organisation in indefatigably working to attain the vision the organisation is aiming to.
Main activities in the coming year:
1. Livelihood Development:
A. Implementation of DIOFS technology;
B. Product Development and tapping of marketing outlets;
C. Maximisation of coconut by-products as alternative livelihood income.
2. Cooperative Development:
A. Membership expansion;
B. Cooperative strengthening;
C. Tapped additional marketing outlets for copra and related by-products;
3. Campaigns for Agrarian Reform and peace advocacy:
A. Campaigns for the extension and implementation of Agrarian Reform;
B. Alliance work with peace advocate groups in the local and the national level;
4. Organisational Strengthening
A. Membership expansions and consolidation activities;
B. Reorganisation and Strengthening of organisational committees headed by the newly elected Executive Committee (EXECOM) and enhancement of Project Staffs.
C. Newsletter publication.
3. PASAKA will continue to work through its local chapter organisations in the municipalities of Sultan Naga Dimaporo, Lala, Magsaysay, Maigo, Kolambugan, Linamon, Tubod and the City of Iligan and continuously work for membership and chapter expansion in the neighboring communities within the province of Lanao del Norte. PASAKA has about 3000 members.
4. The requested budget is € 87.000 * 1,25 is € 108.750. The own contribution has increased compared to 2008: from 482.600 Ph Peso to 675.880 Ph Peso. |
