| Situation of cotton sector in Kenya Cotton is cultivated in Kenya by 140,000 small scale farmers among whom 90,000 women farmers. On 40,000 ha approx. 20,000 bales of lint is produced. Average annual production per farmer ranges from 100-400 kgs of lint. Revitalization of the sector is deemed vital to aid Kenya’s vision 2030. Increased production of cotton would lead to increased labour requirement both at production, processing and marketing levels. This in turn will lead to decreased poverty and un employment levels and increased food security. Kenya Cotton Growers Association’s main aim is to increase cotton production in Kenya as well as improve the socio-economic status of the farmers. A network of common interest cotton farmer groups (CIGs), which are more or less formally organized, has taken root in Kenya. KCGA is the umbrella organization of these groups and has taken the initiative to try and consolidate these groups so that they can produce profitably and sell their produce as a block. KCGA has in 2008 managed to set up in three Districts elected leaders’ teams to ease the groundwork. Recommendations from previous project 5004: - to structurally incorporate participatory planning in the day to day functioning of KCGA - to increase the membership of the association - to build a base for the adequate and sustainable financial income based on membership fees - to strengthen the internal democracy through elections and training of leaders on leadership and governance. KCGA realizes it lacks internal capacity and organizational development to actually continue to organize farmers, to maintain membership and to mobilize farmers countrywide. District leaders elected have not yet defined their role exactly in their new positions, and need to be trained in order to effectively and efficiently carry out their roles. Priorities could be set by designing and adopting a strategic plan in which organisation activities are prioritised in order to improve efficiency and effectiveness. A strategy is also thought to act as skeleton upon which all other plans will be built. In a strategy process both Association as well as CIGs should be participating. Gender issues are marginally captured within KCGA : up to now membership is male-dominated largely because land is male-owned. Within reach of the project the gender aspect will be strongly emphasized. Women farmers are empowered and encouraged to participate in leadership and decision making, especially in issues affecting them. Designed partners are Cotton Development Authority, Kenya National Federation of Agricultural producers, SNV, Agriterra. Activities and budget proposed 1. Training of leaders on their role in KCGA member organisaions/CIGs : meeting of 25 leaders from 12 identified Districts, 60% of them female. Budget KES 1.440.000 ~ EUR 14.250 (venue/hire, stationery, office assistance/admin costs, transport) 2. Development of a strategic plan: 10 leaders from 10 identified Districts in a week´s meeting Budget KES 652,000 ~ EUR 6.450 (transport, accommodation, consultant charges, KCGA ExeCom members, venue/hire, stationery) KCGA would appreciate Agriterra participation in this strategy meeting. 3. Capacity support for KCGA central office Budget KES 645,000 ~ EUR 6.380 (computer and printer purchase, 2 temporary staff for 6 - 8 months) Full budget with breakdown per item has been presented. A complete and consistent logical framework is available. |
GOALS
The project aims at strengthening Kenya Cotton Growers Association in terms of both organizational development and capacity building. Its ultimate aim is to improve efficiency and effectiveness of services to its clients, which are formal member associations as well as informal groups.
