During this reporting period, key objectives of the project had been achieved. The first ever self-organised Genaral Assembly of the FNN is an indicator that shows that FNN is more developed and independent. The assembly helped FNN to reflect on progress, problems, solutions, cooperation and an action plan. Several key issues were adopted, including the strategic plan and membership fee payment. The General Assembly was printed in local newspapers and broadcasted through radio news.
FNN reported that at the General Assembly they have 1,107 village based farmer associations registered, which represent 40,292 members (23,591 of them are women).
Through capacity building workshops, FNN has better trainers, facilitators, speakers and local leaders. A number of FNN experts, trainers, leaders and staff were hired or invited by relevant ministries of the government and development NGOs to provide trainings or sharing best practices. It shows that FNN is better now in terms of providing technical services to members and there is more visibility of FNN in the public and international arena through international workshops with AFA and LVC (La Via Campesina).
A saving and credit cooperative in Takeo was officially registered at the provincial department and the ministry of agriculture and became operational. The success showed there is a good cooperation between FNN and the government. It will be a best practice model and it is replicable.
An agreement between CCA and FNN was signed for a 15-month pilot project in rice and market cooperatives. The project will be useful and beneficial for FNN and CCA to set-up farmer cooperatives. These cooperatives play a crucial role in poverty alleviation processes in Cambodia. The cooperative pilot project will benefit all stakeholders, which includes members of FNN, CEDAC, CCA and the government.
Some provincial support missions were not completed as planned due to some technical problems. Some training programs on leadership at provincial levels and exchange visits at national level were not done. 1. Project background: Agriterra and AFDI are supporting the Farmers Nature Network which was established in 2003 under strong guidance of CEDAC. FNN has 1120 village farmer associations as its members, representing a total of 34.360 individual farmers in 15 provinces of Cambodia. 58% of the farmers are women. CEDAC, a NGO style service provider to farmers, is gradually reducing its support to FNN, and FNN wants to become an independent farmers organisation. FNN started the elaboration of its strategic plan 2009-2013 at the end of 2008, in which the mission, vision and main activities for the next year are presented. The final version is awaited, but the main topics that FNN elaborates in this plan are:

4) Marketing & cooperative development
5) Saving & credit cooperatives
6) Lobby and advocacy

Total 2009: € 127.050
Total 2010: € 160.000
Total 2011: € 187.370 (but not taken into consideration)
Agriterra has communicated that its budget support will be max. € 75.000 for 2009. AFDI may be able to fund part of the credit and cooperative development activities. FNN has started collection of membership fees and will contribute a small percentage itself (but this must be more than last yaer). Other financial support will likely be provided through CEDAC, as in previous years.
