| There has been a relation with CCSF since 2006. Advisory services have been limited. There has been a mission of MIAN end 2006 to give recommendations to the further improvement of the Loan Protection and Life Saving (LPLS) Programme. CCSF was very positive about this support and have expressed the wish to involve the same person in the evaluation of the LSLP programme end 2009. A proposed advisory mission of Agriterra and ACCU late 2007 to provide feedback on the business plan had been refused by CCSF. They first wanted to await the results of 2007 and adapt the business plan themselves. The new business plan was received in May 2008 and only contained an update of the financial forecast. In 2008 the Agriterra liaison officer visited CCSF and provided advise to CCSF on basis of SWOT analyses. These comments were not specifically considered and taken into account by CCSF in the update of their business plan. During these discussions, it turned out that the commitment of CCSF toward advocating a credit union law was very limited, and because of their disbelief in having a credit union law in Cambodia on short notice, they see themselves urged to register as a licensed MFI (instead of credit union) in 2010. The LO has contacted ACCU to get their vision on the issue. In their view CCSF has changed their structure to become an MFI and has not shown too much interest in getting the development of a credit union law on the national agenda. CCSF has shown not much interest in advisory support by Agriterra. They are keen on having a MIAN mission to evaluate the LPLS programme at the end of 2009. This will be the focus of advisory services in 2009. In addition, the LO will explore to what extend the regional ACCU project on Credit Union Development (07au-5053) can provide benefits for CCSF.
