The objective is to develop and consolidate a Business Information Network System for OECAs making active use of ICT. This should enhance the production, enhance the income of producer organizations and farmers, enhance the competion and representation at national, departmental and local level.
It is expected that through the Business Information System in which supply and demand of agricultural products is visible the income of farmers for their procude will increase with 50% in the first year and 100% in the second year.
Some of the main activities proposed for 2009-2010:
- implement an information and comunication system (2 systems established by a consultancy firm)
- Design and programming the BIS
- purchase 2 central 5 departemental equipments.
- Continuously feeding the data base
- training for OECA coordinators
- Training for board members
- digitizing the information centre/ digital library (...less...) |

El proyecto tiene una duración de tres años, se espera que recién al final del último año los logros esperados se alcancen. En este primer año del proyecto a pesar de algunas dificultades que se vio enfrentada a la organización que interrumpieron la ejecución de las actividades como fue la renuncia del personal técnico del departamento de comunicación, se realizaron avances preponderantes para el éxito de este.
Se contrato una empresa consultora para el diseño de un sistema de información de negocios (SIN) que almacenará los datos de productos y servicios que las OECAs y el diseño de un sistema de información de competividad (SIC) que almacenará datos de demanda de mercado, productos y servicios que requieran las OECAs. El diseño de ambos sistemas será finalizado en el 2010.
Se realizó un diagnostico de la realidad de 35 OECAs (Organizaciones Económicas Campesinas) afiliadas y catalogo de estas que formarán parte de la estructura de información de las OECAs. Se elaboró un cuestionario para el levantamiento de la información, herramienta fundamental para la construcción de los dos sistemas.
Se adquirieron nueve equipos de computación completamente equipados y entregados a nueve departamentales en actividades especialmente organizadas para el caso.
Una administradora ha sido contratada, ella estará a cargo de la mantención y alimentación de la base de datos, una vez que se haya implementado en el año 2010.
CIEOC-Bolivia logró las primeras conversaciones para la creación de nuevas alianzas y contactos. Se consolidó la colaboración con el Movimiento Laico para América Latina (MLAL ) y con la Asociación de cooperación rural en África y América latina (ACRA) quienes proporcionaran personal para la recolección de información para la base de datos. Se realizaron los primeros contactos con Promueve Bolivia (Ministerio de Desarrollo Productivo y Economía Rural) para la promoción a través del portal. También se realizaron conversaciones con SNV Bolivia y Apoyo programático al Sector Agropecuario
(APSA) que tienen interés en el proyecto.
Participaron en el proyecto 29 personas de las cuales cuatro fueron mujeres.
Durante el año 2010 se espera que los dos sistemas se encuentren en funcionamiento y que las OECAs hagan uso de estos activamente.

La Coordinadora de integración de organizaciones economicas campesinas de Bolivia (CIOEC) proposes to apply Information and Comunication Technology (ICT) in order to visualize the produce of the producer organizations and contribute to the increased food security in Bolivia. IICD supported CIOEC in the past with an ICT project focussing on establishemnt of e-mail, information centres, improved communication between producers and CIOEC and a kind of MIS. This project came to an end in 2005, leaving many producers left with more ambitions that could not materialize. This proposal is a continuation of what was started in the past.
The objective is to develop and consolidate a Market Information Network System for OECAs making active use of ICT. This should enhance the production, enhance the income of producer organizations and farmers, enhance the competion and representation at national, departmental and local level.
Specific objectives:
1. Design a Business Information System
2. OECAs of 9 departments will use the BIS in order to contact potential buyers.
Espected results: It is expected that through the Business Information System in which supply and demand of agricultural products is visible the income of farmers for their procude will increase with 50% in the first year and 100% in the second year.
- 100 OECAs have their own e-mail
- intranet facility for internal communication established
- virtual library established, as well as a a information and documnetation centre for OECAs. This will enhance teh competition among OECAs and inprove the communication among OECAs.

Budget:
Total budget for year 1: € 25.000
Agriterra contribution year 1: € 13.600 (55%)
IICD contribution year 1: € 9.600 (38%)
CIOEC own contribution year 1: € 1800 (7%)
Budget has been elaborated for 1 year only.
M&E: IICD will closely monitor this project and visit CIOEC at reguar intervals during project implementation. The logframe has been well prepared by CIOEC
Sustainability/cost efficiency: CIOEC and IICD are the owners of the information that will be collectde during the project. The departemental represetations and OECAs beneficiaries are owner of teh infrastructure of the information and responsible to update the information. During the first year, the investments are relatively high. After year one only the operational costs need to be finnaced (about € 10.000 per year.) It is not clear who will provide these operational costs. |
