Agriterra intends to organise one Financial Management Training in India for 8 Rural Peoples Organizations in Nepal (2), India (4) and Thailand (2) in December 2009. One ACCU representative will also be invited for this training, as he can provide valuable feedback on the training and ACCU can possibly play a role in further coaching POs on financial management in the region.

This training is a follow up of the FINBASE workshop (see project no. 04at-2986) in Thailand, organized by Agriterra in 2004. Ever since, no other training on financial management have been conducted in the region.

This training will be facilitated by MANGO. MANGO will organise a 5 days practical training. This course provides a practical introduction to financial management for managers and finance officers of organisations of small to medium sized organisations. It covers ‘the building blocks’ of financial management: keeping accounts, financial planning, internal control and financial monitoring. The training was first implemented and tested in East Africa in May 2009 by MANGO. Agriterra and UPADI representatives attended this training as well. In close collaboration with Agriterra, MANGO is currently making the training module tailor made for RPOs and a tailor made financial management handbook for RPOs is also being prepared.
The improved training module and handbook will be used during the training events in Asia. Final adjustment to the training and handbook will be made after this training event.
The training event will take place in Hyderabad, India as most participants come from India including the MANGO trainer. CKO will be requested to organize the logistics for this training.

Justification: Financial management remains a weak point in many RPOs, as we can see from external audit reports and financial reports submitted to Agriterra. We get the request for this type of training from several POs (often informal , during field missions). In order to enhance financial management and transparency of RPOs, a systematic and tailor made training for finance officers and managers of RPOs is needed.

Objectives:
1. Strengthen the Financial Management Capacities of the staff of farmers' organisations in Asia
2. Establish good contacts between MANGO representatives in Asia and Agriterra and explore options for further coaching in financial management of RPOs in Asia by MANGO and ACCU


Expected results:
- Finance and Admin staff and the responsible manager (being CEO/president or equivalent) of farmers Organisations in Asia will be trained in Financial Management
- PO s will prepare an action plan describing how to improve their financial management

Follow Up: After the training, it is necessary that follow up/coaching on financial management capacity of the RPO that participated is provided. This aspects needs to be further discussed with MANGO and ACCU representative, after the training has been conducted. Having an Indian MANGO trainer is a positive aspect as this means that this person might be able to provide some coaching in the future.

MANGO will facilitate the trainings for staff of PO in Asia.
The Agriterra project officer dealing with the organizations in SW Asia is taking care of the organizational aspects of the training (invitation of the participants, coordination of the logistics with CKO) and will attend the training, facilitate a session on gender budgeting and evaluate the training afterwards with MANGO trainer; discuss what improvements can be made to the training and handbook an sicuss the possible follow up in the region with MANGO and ACCU.

Timeframe:
tentative date is 7-12 December 2009 (to be confirmed by MANGO)

Budget: The proposed training event will costs around 45.000 Euros.
The handbook Financial Management for Rural People's Organisations will be made available for free to any of the partners of Agriterra/other Agri-Agencies and interested parties and can be distributed via MANGO downloads and Agriterra's Agro-info downloads.
